Kitchener: Bleams Road Road Improvements

Project overview

The Region of Waterloo has completed a Schedule "C" Municipal Class Environmental Assessment Study (Class EA) and preliminary design for improvements to Bleams Road from Fischer-Hallman Road to Trussler Road in the City of Kitchener. The study was undertaken to investigate current and projected traffic patterns and determine the need for improvements to the roadway such that it can accommodate the existing and proposed intensification of the land uses along Bleams Road. All road corridor users (pedestrians, cyclists and motorists) were considered throughout the study to ensure efficient and desirable interconnections between existing and proposed developments on both sides of the roadway. The results of this study have determined the required intersection improvements, such that these improvements can be incorporated into the upcoming reconstruction project.

Public consultation
The project team has developed a recommended alternative taking into consideration public input and based on technical studies, best practices, and staff expertise. The recommended alternative was approved by Planning & Works Committee on December 6, 2022. The Environmental Study Report (ESR) was placed on the public record for a 30-day review period (May 2 to June 1) in accordance with the requirements of the Municipal Class Environmental Assessment. Comments received were incorporated into the ESR and the project is expected to commence construction in spring 2024 with completion in fall of 2025. The ESR is available to review under Key Documents on the right side of this page.

    UPDATE

    The Region of Waterloo planning to reconstruct Bleams Road from Fischer Hallman Road to Trussler Road, starting in 2024 at Fischer-Hallman Road and continuing in 2025 toward Trussler Road. The new Bleams Road design includes multi use trails with street lights on both sides of Bleams Road. It is anticipated that the road construction will commence in May 2024. Early hydro pole relocations on the north side of Bleams Road are expected to start in January, so street lights on the north side of the roadway could be installed on the new poles by this spring.


    UPDATE

    The project is now in the detailed design phase, and advance utility relocation work is expected to commence in early 2024. Subject to tender of the proposed works, and Regional Council approval, construction of the road works is expected to commence in spring 2024 with completion in fall 2025.


    PREVIOUS

    The Environmental Study Report (ESR) will be placed on the public record for a 30-day review period in accordance with the requirements of the Municipal Class Environmental Assessment, from May 2 to June 1. Subject to comments received as a result of this notice and necessary approvals, the project may proceed to construction as scheduled. The ESR will also be available under the "key documents" section of this project page.


    PREVIOUS

    The project team has developed a recommended design that was presented at the December 6, 2022 Planning and Works Committee for review, and to Council for final approval on December 14, 2022.

    The recommended design was the outcome of the technical studies conducted, best practices used in the industry, staff’s expertise in road design and reconstruction, and public input from two public meetings.

    The recommended design was included in the staff report which was available on November 29, 2022.

    The recommended design includes a number of improvements at different locations along the road including widening a portion of Bleams Road, extending raised medians, adding roundabouts, left-turn and right-turn lanes, multi-use trails and new curbs along with street lighting.

    The recommended design also addresses public concerns we heard such as the need for efficient traffic flow, speeding, and safe pedestrian and cycling access. A summary of PCC #1 and PCC #2 are also posted under Key Documents.

    Construction is expected to start in 2024 and be completed in 2025 pending Council approval.
