The Region of Waterloo has completed a Schedule "C" Municipal Class Environmental Assessment Study (Class EA) and preliminary design for improvements to Bleams Road from Fischer-Hallman Road to Trussler Road in the City of Kitchener. The study was undertaken to investigate current and projected traffic patterns and determine the need for improvements to the roadway such that it can accommodate the existing and proposed intensification of the land uses along Bleams Road. All road corridor users (pedestrians, cyclists and motorists) were considered throughout the study to ensure efficient and desirable interconnections between existing and proposed developments on both sides of the roadway. The results of this study have determined the required intersection improvements, such that these improvements can be incorporated into the upcoming reconstruction project.
Public consultation The project team has developed a recommended alternative taking into consideration public input and based on technical studies, best practices, and staff expertise. The recommended alternative was approved by Planning & Works Committee on December 6, 2022. The Environmental Study Report (ESR) was placed on the public record for a 30-day review period (May 2 to June 1) in accordance with the requirements of the Municipal Class Environmental Assessment. Comments received were incorporated into the ESR and the project is expected to commence construction in spring 2024 with completion in fall of 2025. The ESR is available to review under Key Documents on the right side of this page.

You’re invited to review and comment on the improvements being considered for Bleams Road. The project team have reviewed the results of the first public consultation along with technical studies, and have now developed a preferred design which has four roundabouts proposed on Bleams Road at each of Trussler Road, Isaiah Drive, Donnenwerth Drive/Amand Drive, and Commonwealth Drive/Abram Clemens Drive. This project will also install active transportation features such as multi-use trails, sidewalks and cycle tracks, in addition to appropriate crossing locations for active transportation to connect developments on the north and south sides of the roadway.
