The 2023 Plan and Budget is approved!  Details are posted in the newsfeed on this page. We thank everyone who took the time to share your thoughts with Council either in person or online.

The 2023 Plan and Budget will focus on what matters most to you.

The 2023 Plan and Budget will build what we have learned through our many conversations with community. Just some of those are related to the development of the Region’s Economic Development Strategy, the Community Safety and Wellbeing Plan, the Regional Official Plan and the creation of the Region’s first Digital Services Strategy.

Municipalities across the province are facing significant budget challenges. The two major forces impacting the Region’s 2023 Budget are cost inflation and a range of service expansions to meet community needs.

You can provide your input in many ways:

  • Complete the survey on this page.
  • Submit a question below.
  • Ipsos Reid has conducted a telephone based, statistically robust, Service Experience and Priorities survey to provide important feedback on your experience with the Region.
  • There are two planned Budget Input Sessions where you can provide your feedback directly to Council on January 18, 2023 from 6:30-9:30 p.m. and February 8, 2023 from 6:30-9:30 p.m. Information about how to delegate to Council is found on the Region's website.
  • If you would like to host a community conversation, please contact us at Budgets@regionofwaterloo.ca.

    The Region of Waterloo’s 2023 Plan and Budget outlines how we will support the things that matter most to the community. It is based on our Strategic Plan. Every year, the Plan and Budget outlines staffing and funds to deliver services and build or renew capital infrastructure (roads, buildings, vehicles, etc), so we can achieve our long-term goals.

    On Feb. 22, 2023, Region of Waterloo Council passed a budget that invests in our growing community. The 2023 Plan and Budget increases and expands transit service, paramedic services, housing and homelessness supports, and accelerates initiatives to improve road safety for all users. It also balances affordability while maintaining essential services to one of the fastest growing communities in Canada.

    In this year's budget process, the Region of Waterloo faced many of the same pressures experienced by other municipalities throughout Ontario. Inflation, population growth, increasing and complex community needs have all contributed to a challenging budget.
