Community Benefits Charge By-law Implementation and Parkland Dedication By-law Update

Update:

Due to the national day of mourning to honour the Queen, the Council meeting date for the Community Benefits Charge by-law implementation and Parkland Dedication by-law update has been adjusted to September 26, 2022:

Community Benefits Charge By-law Implementation:

The city is currently working toward the implementation of a Community Benefits Charge (CBC) by-law and has completed a draft CBC Strategy for public review. Council will consideration the CBC Strategy and draft by-law for approval on September 26, 2022.

The CBC is a new funding tool developed through revisions to Section 37 of the Planning Act that enables municipalities to collect for growth related capital expenditures not otherwise collected via development charges or cash in lieu of parkland provisions.

A CBC will apply to the construction or redevelopment of buildings with 5 or more storeys and 10 or more residential units.

Parkland Dedication By-law Update:

Recent changes to the Planning Act now requires public consultation to enable the continued use of an alternative parkland dedication rate. City staff are recommending that the Parkland Dedication by-law remain as is for the time being. See the existing Parkland Dedication by-law for additional information. Following completion of the City’s Parks Strategy and Official Plan update, along with receiving updated population forecasts, staff will undertake a further review the Parkland Dedication by-law.
