The Region of Waterloo will improve Church Street East from Arthur Street to 270m East of Spruce Lane in the Town of Elmira. This construction will take place over two years, 2022 and 2023, in an effort to minimize disruption and due to the complexity of the project. By phasing the construction over two years, and completing one area before moving to the next, we can reduce the amount of time roads are fully closed and only implement detours in the immediate construction area—shortening detour routes.


The Region’s reconstruction work will include:
• Full reconstruction of the pavement and road structure throughout the project limits.
• Replace and upsize sanitary sewers, watermains, cellar drains, storm sewers, and all
associated services to homes and businesses.
• Improve the current lane configuration to better accommodate cycling, as well as
adding curbs and sidewalks in the rural part of the road to improve drainage and help
reduce traffic speeds.
• Replace and widen existing sidewalk where required to provide snow storage space
and more comfort for pedestrians.
• Install new sidewalk where none exists today to the east town limit.
• Rehabilitate the Canagagigue Creek Bridge and new on-road bike lanes from Duke
Street to 270m East of Spruce Lane.
• Install new street lighting poles.
• Add a new westbound left turn lane on Church Street East at the intersection with
Arthur Street.

Waterloo Hydro work:
Prior to the Region beginning its work, Waterloo North Hydro will remove the hydro poles from Memorial Avenue to Duke Street. The hydro lines and Rogers communication lines will be buried underground in order to provide the necessary sidewalk space for pedestrians.

Schedule:
May–December 2022
Underground servicing, sidewalk widening, and road reconstruction on Church Street East between Arthur Street and Duke Street.

April–December 2023
Underground servicing, road reconstruction, new sidewalk installation and bridge rehabilitation work on Church Street East between Duke Street and 230m East of Spruce Lane.

    Week of May 6th, 2024 - The contractor will begin concrete deficiency and landscape work under localized lane closures. All Accesses will remain. Traffic is able to travel east and west.

    Week of May 13th, 2024 - The contractor will perform underground deficiency work at Duke Street/Church Street East. This work will be completed under a full road closure of Church Street East, from Riverside Drive to Northfield Drive. The Duke St/Church Street East intersection will be closed.

    Residents living on George St/High St/Charles St, will be able to enter/exit their respective streets from the Northfield Rd side.

    The closure will last for 1 week. The road will be re-opened prior to the May Long Weekend.

    We have coordinated the closure with school buses and waste collection services.

    Week of May 20th, 2024 - Contractor will pave the final layer of asphalt for the entire project section, i.e. from Riverside Drive to 6799 Church Street East. Pavement Markings will be applied following the paving. Paving will be performed under a full closure of the entire project stretch. The duration will last 1 day.

    Residents living on George St/High St/Charles St, will be advised by the contractor to exit either east or west. There will be a period of about 2 hours when the paving will occur directly in front of George Street. During this period there will be no through traffic except for Emergency Services. This is necessary to allow the asphalt to be compacted and cooled properly and is crucial for the long term performance.

    After these works, the project will be completed, with the potential of minor deficiencies being repaired.

    We are in Stage 2B of construction after which Stage 3 is the final piece of construction.


    Work Completed in August and September

    • New Watermain, Sanitary and Storm Sewer. All the undergrounds have been installed.
    • The road excavated and graded between Duke Street and George Street
    • Sidewalk and curb poured between Duke Street and George Street. Contractor has some deficiencies so you will see a bit more sidewalk work around the Duke Street intersection
    • All concrete work on the bridge north and south side has been completed. This includes concrete repairs, new approach and end walls along with all the reinforcing steel required. Waterproofing and paving of the north side
    • Base Asphalt paved from Duke Street to George Street.

    Upcoming in October/November

    • Commissioning and final watermain connections
    • Road excavation and grading East of Larry’s Lane
    • New curb East of Larry’s Lane to East project limits (North side only, south side stays without a curb)
    • Sidewalk preparation and pouring between George Street and East Project limits
    • Steel Beam Guiderails installed
    • Waterproofing of the Bridge
    • Bridge railings are being manufactured however the lead time is longer than expected, should be ready by December at which point it will be installed. Temporary railings will be made and Concrete Barriers will be placed in front of them until the final are installed. Will not hold up the opening of the road.
    • Final surface paving and line painting in November after which the road will be fully opened.

    Due to the upcoming wet season we expect to have a few rain days where the contractor will not be able to work.

    Starting around July 24, Church Street East, from Riverside Drive to George Street in Elmira will be closed to all through traffic. You can still access the Bolender Park Splash pad on George Street from Northfield Drive. This section will be closed until about the start of September.

    The construction for Stage 1A started on June 19th from George Street to approximately Spruce Lane

    The work completed was

    • necessary tree removal as well as clearing and grubbing
    • replacement of a large culvert east of George Street
    • excavation and widening out of north embankement for future sidewalk installation
    • installation of new watermain within this section
    • installation of storm sewer within this section (manhole and pipes)
    • building and compaction of road structure (Granular A, B)
    • curb and gutter installation on the north side of the road
    • installation of work/debris platform on the bridge


    Anticipated next steps for Week of June 17th

    • Completion of the road base within Stage 1A (George Street to approximately Spruce Lane)
    • Paving of base asphalt within Stage 1A (George Street to approximately Spruce Lane)
    • After Stage 1A is completed, the work will switch to Stage 1B (from Riverside Drive to George Street)

    Capital Paving will start the construction with Stage1A (see Staging Plan in Document Library). The full closure of the road will start on Monday June 19th. The road will be be closed for through east of George Street up to Spruce Lane. Access to George Street, High Street, Charles Street, and Bolender Park Splash pad will be maintained.

    As of May 29, 2023, Construction is anticipated to begin Monday, June 12.

    The construction will start with Stage 1A in place. Please see pdf document entitled "T2023-103 staging drawings" in Document Library for various Stages as well as approximate duration

      • work will occur between George St and Larry’s Lane, i.e. no through traffic in this area
      • Access to/from George Street is to the West
      • Access to/from Larry’s Lane, Spruce Lane is from the East

    Construction of deficiencies for Phase 1 of the Church Street East Reconstruction from Arthur Street to Duke Street will be completed in April 2023. The repairs will include the removal of existing and placement of new sidewalk. This work is necessary due to the sidewalk being deficient. The work will include closures of 1 lane at a time with through traffic being flagged. It is anticipated for the work to last approximately 3 weeks.

    Construction of Phase 2 Church Street East Reconstruction from Duke Street to 230m East of Spruce Lane is anticipated to begin in June 2023.

    Construction is set to begin the week of May 30, 2022. Church Street East will be closed from Arthur Street to Duke Street for a period of about two weeks. Deep excavations for storm and sewer replacements will take place in the Church Street East/Riverside Drive intersection. Additionally, we will install temporary watermain lines as we replace the existing watermain along Church Street. We will also repair the gravel sidewalk on the north side and place a temporary hard surface sidewalk on the south side. Follow Detour Map for Stage 1

    After the work in the intersection is completed, temporary asphalt will be paved and the intersection will be open. The full closure of Church Street will be adjusted from Arthur Street to Riverside Drive.
