Will the city be controlling access to these spaces in any way?

No, the City does not intend to control access in any way. Depending on what the ultimate design is, there may be some measures taken to ensure safety such as fire permits or securing of the space. But access will ultimately lay with Community. If needed arrangements can be worked out to ensure access and programming is community centered and controlled.

What is the City willing and/or planning to do to ensure these spaces remain safe?

This ultimately depends on the location and what we hear from community. The City will work with community to determine the best measures so that it is a safe space.
