Review of Adult Entertainment By-laws

The City of Kitchener is constantly adapting to an ever-changing business landscape and an evolving legislative framework. In 2017, Kitchener City Council approved a new business licensing By-law. Staff excluded four By-laws from the 2017 Business Licensing review with a commitment that they would be subsequently reviewed. Adult Entertainment Parlours and Alternative Massage Centres were two of those By-laws.

A business licence is an important document proving that a business complies with our local building, zoning, health and fire regulations – critical requirements that are in place to help ensure public health and safety, nuisance control, and consumer protection. There are currently 34 business licenses and 47 attendant licenses issued under the Adult Entertainment Parlour and 35 licenses issued under the Alternative Massage By-law. The Municipal Act, 2001 allows municipalities to regulate the area in which adult entertainment may or may not operate, as well as, limit the number of establishments in any defined area in which they are permitted.
