Construction Update April 8, 2022

We are ready to start the next phase of reconstruction on Weber Street from Blythwood Road to Dutton Drive, and from Parkside Drive to Northfield Drive. The work is scheduled to start on or about April 19 with completion in 2023. The Region has hired Navacon Construction Inc. of Brantford, Ontario to complete this contract.


Project description

The project includes the following work:

  • Reconstructing Weber Street and replacing existing watermains, storm and sanitary sewers.
  • Constructing a new cycling facilities.
  • Reconstructing and improving the intersections within the project including traffic signal replacement and street lighting upgrades.
  • Replacing the Cedar Creek culvert

Access

Access to existing residential and business properties will be maintained throughout the project.

Timing

Weber Street, from Blythwood Road to Dutton Drive will be constructed first, starting on or about April 19, 2022 with completion anticipated in late fall 2022.

Weber Street, from Parkside Drive to Northfield Drive will begin in spring 2023, with completion anticipated in late fall 2023.

Surface paving works are presently planned in 2023 for Phase 1 and 2022 construction limits and remaining project areas will be in spring 2024.

Full and Partial Road Closures

Due to the depth and location of underground infrastructure replacements, Weber Street, in various sections, will be reduced to a single lane of southbound traffic for almost the entire duration of the contract. Northbound traffic will be diverted via signed detours. The first northbound closure is anticipated to start on or about April 19, 2022 for approximately three months. Please refer to the enclosed detour plan for more details.

Cedar Creek culvert construction on Weber Street will require a localized full closure to all through traffic for a period of approximately six weeks. This full closure is anticipated to begin around mid-July. More information on the closure location and detour routes will be provided in advance. Pedestrian traffic will be maintained at all times.

School Bus Service

We will be coordinating with Student Transportation Services to ensure that school bus drivers are aware of detours and any necessary route modifications to maintain service.

Grand River Transit

We will maintain Grand River Transit (GRT) Route 19 service for the duration of the work. However, temporary detour for the section between Albert Street and Dutton Drive on Weber Street will be required. For more detour information, residents and customers are welcome to visit www.grt.ca for details. The detour information will also be posted at the impacted stops when time approaching.

Emergency Access

Emergency access will be provided throughout the construction period. We will notify Police, Fire and Ambulance services of this project.

Restoration and landscaping adjacent to properties

We will correct any damage to driveways, sidewalks and landscaping that occurs due to this work. Only the affected portion of a driveway will be replaced.

Some trees within the roadway allowance will need to be removed. Where possible, the project incorporates new landscaping to maintain the aesthetic appeal of the corridor.

Ground vibration

From time to time, the contractor will be required to use equipment in order to build a durable and long-lasting pavement structure. This equipment may cause residents to experience intermittent vibrations as the equipment passes over the site. Such vibrations will be for a short duration and are not expected to cause any harm to adjacent buildings. The Region has hired Englobe to conduct pre-condition building survey for adjacent properties and this survey is to be completed prior to the construction.

Site inspection

The Region has retained the engineering firm Stantec to provide contract administration and full-time site inspection services during construction. Stantec inspectors will be on site during working hours and are available to address any issues you may have about the construction.
