Changes to the Official Plan and the Zoning Bylaw for this location are required before a permit can be issued. This means that they submit an application that is reviewed by city planners and other agencies plus city council before anything can be built.
The owner is proposing development of a mixed-use building consisting of a residential tower upon a podium. A total of 338 units are proposed (total of 430 bedrooms) along with 951.21 sqm. of non-residential floor area. A total of 256 parking spaces and 209 bicycle parking spaces are also proposed.

- decreasing the permitted distance from John Street and Caroline Street to 1.7 metres, where 5 metres is required
- decreasing the distance to the side yard property line to 0.6 metres where 1.5 metres is required
- decreasing tower distance from the interior lot line to 5.0 metres, where 11 metres is required
- allowing horizontal tower dimension of 45 metres
