Application to amend the Official Plan and Zoning By-law for 1 Columbia St W and 351-355 King St N

Changes to the Official Plan and the Zoning By-law for this location are required before a permit can be issued. This means that an application has been submitted that is being reviewed by City staff, other agencies and City Council before anything can be built.

Centurion Property Associates Limited is proposing to build a new 7 storey mixed-use building that will be connected to the existing 22 storey building at 1 Columbia St W. There are 24 residential apartment units (78 bedrooms) proposed in the new building and there are 11 additional residential apartment unit (22 bedrooms) proposed within the existing building. The proposal includes 146 sq. m. of at grade non-residential space, a 97.7 sq. m. café and an additional 47.6 sq. m. of ground floor commercial space in the 7 storey building.

Official plan changes requested include:

  • increasing the allowed density to 1191 bedrooms per hectare
  • permission for ground floor amenity space in the existing and proposed buildings

Zoning bylaw changes requested include:

  • changes to the minimum height requirements to accommodate the café portion of the building
  • reducing the minimum rear yard from 7.5 m to 3.0 m
  • reducing the minimum required resident parking from 0.2 spaces per bedroom to 0.18 spaces per bedroom
  • allow 5 parking spaces to function as both visitor spaces and spaces for the non-residential uses when 8 spaces (combined) would be required
  • reducing minimum tower separation from a tower on the same lot from 22 m to 9 m for the seventh floor
  • reducing minimum tower separation from an interior lot line from 11 m to 3.0 m for the seventh floor
  • reducing the step-back above the podium from 3 m to 0 m since a podium is not proposed
  • increasing the maximum density from 1,105 bedrooms per hectare to 1,191 bedrooms per hectare
  • allowing non-active spaces on the first storey to be greater than 30% of the ground floor area
  • allowing common indoor amenity area on the first storey when it is not normally allowed in this location
