Application to amend zoning for 167 - 171 King St S (Z-25-23)
Changes to the Official Plan and the Zoning Bylaw for this location are required before a permit can be issued. This means that they submit an application that is reviewed by city planners and other agencies plus city council before anything can be built.
VanMar Developments 171 King GP Corp. is proposing to build a new multi-tower, mixed-use building at 167-171 King St S. The proposed building includes a 37-storey tower (oriented to Caroline St) and a 33-storey tower (oriented to King St) on a shared podium. The proposed development would contain 834 dwelling units (1,075 bedrooms), 791 square metres of ground-floor commercial space, and 8,211 square metres of indoor/outdoor amenity space.
The building is proposed to be constructed in 2 phases, and will incorporate an existing heritage building known as the Kuntz-Labatt House (designated under Part IV of the Ontario Heritage Act).
Zoning bylaw changes requested include:
- increasing the maximum density from 750 bedrooms per hectare to 2,250 bedrooms per hectare
- increasing the maximum building height from 81metres (25 storeys) to 123 metres (37 storeys)
- reducing the minimum street line setback from King St (4.0 metres) and Caroline St (5.0 metres) to 0 metres
- reducing the minimum lot line setback abutting a lane from 2.5 metres to 1.5 metres
- reducing the maximum height of the first storey along Caroline St from 4.0 metres to 3.0 metres
- removing the requirement to provide at-grade outdoor area
- permitting structured parking above grade within 0 metres of King St, whereas structured parking above grade is prohibited within 15 metres of King St
- reducing the minimum bicycle parking from 507 spaces to 256 spaces
Changes to the Official Plan specific to 167-171 King St S have been incorporated into Official Plan Amendment No. 58 which has been adopted by City Council and is currently before the Ministry of Municipal Affairs and Housing for approval.
