A roadmap for our future

We are building Waterloo Region together. Where do you want to see this community in five years? In 25 or 50 years?

The Strategic Plan is the roadmap that helps us build the community we want for ourselves and the next generation. It tells us where to focus and guides us as we look to the future. The Strategic Plan is approved by council and built collaboratively with input from the public. The plan sets the strategic direction and priorities for our municipality based on what our community needs, today and into the future.

Waterloo Region is changing. We have opportunities and challenges ahead that will impact our future: a growing population, the need for affordable housing and good transportation, taking care of our environment, growing our economy, and making sure everyone in our community has the chance to thrive. The Region of Waterloo needs a long-term focus to help us achieve the future we want.

Help plan the Region's route forward

Local residents and organizations can help shape the Strategic Plan. Imagine the Waterloo Region you want in 5, 25 or 50 years. This is your community, and we will reach out to residents and community leaders to hear from people with all ranges of experiences and perspectives.

We need to hear from you! Watch for online surveys so you can participate anywhere, anytime at your convenience. We’ll also host workshops to spark ideas and hear from each other.

Timeline for Strat Plan engagement

We expect Regional Council to approve the 2023-2027 Strategic Plan in August, 2023. Engagement will start in April 2023 and continue until July 2023.

  • The Region of Waterloo is currently in the process of identifying strategic priorities to inform the next strategic plan. As a forward-thinking region, we are committed to ensuring this plan responds to present-day concerns, while also anticipating future needs and opportunities for the Region.  

    Based on recent community surveys such as Engage Plan and Budget survey (2023);Waterloo Region Immigrant survey (2021); Community wellbeing survey (2022), Residential survey (2022); 2021 Youth Impact Survey (2021); current concerns such as housing affordability, homelessness, climate change, growth planning, and transportation have been identified as some of the most important issues facing residents today. As we plan for Waterloo Region in 2050, we want to better understand your perspectives on future priorities. The following questions are meant to help us understand exactly that, and will inform priority setting as part of the strategic planning process.

    When answering these questions, many of you will be coming from a variety of different perspectives and experiences.  Don't feel the need to answer all questions, answer the ones that speak most to you and your experience.

    Your answers will be received by the strategy planning team at the Region of Waterloo. All answers will be grouped into themes and considered as the Region develops its 2023-2027 Strategic Plan.  If you have any questions about how this information will be used or the strategic planning process, email strategy@regionofwaterloo.ca
