The City of Kitchener has reached another milestone in the development of the 2027-2030 Strategic Plan. On August 24, 2026, staff presented a report to Council summarizing what we've heard so far through community engagement, research, data analysis and strategic foresight work. The report helps identify the key issues, opportunities and pressures that could shape Kitchener over the next four years and beyond.

Key takeaways from the report

Over the past several months, the City has gathered input from residents, community organizations, advisory committees, staff and Council. This work included a city-wide survey, community conversations, street team interviews, Engage Kitchener feedback, workshops with staff, and research into emerging local and global trends. Altogether, approximately 1,750 people have contributed to the process so far.

The research found that Kitchener is entering a period of increasing complexity. Growth, housing affordability, climate change, technology, demographic change and public expectations are all connected and influencing one another. Rather than being driven by a single challenge, Kitchener is experiencing multiple pressures at the same time.

Residents continue to value life in Kitchener and are generally satisfied with many City services. However, people are feeling growing pressure from the rising cost of living and housing. Many residents want confidence that the City can maintain quality services while keeping pace with growth and making thoughtful decisions about priorities and spending.

The report also highlights the importance of focusing on what the City can deliver. As community needs become more complex, staff and Council will need to make disciplined choices about where to invest time, energy and resources. The research suggests that a successful strategic plan will be focused, achievable, and responsive to changing conditions.

Based on the evidence gathered to date, five key themes emerged:

• The City is operating in an increasingly complex and rapidly changing environment.
• Residents remain positive about Kitchener but are looking for greater confidence in the future.
• Affordability and growth are reshaping community expectations.
• Organizational capacity and the ability to deliver are critical considerations.
• Future success will require focus, adaptability and clear priorities.

What happens next?

The report presented to Council represents a synthesis of what we've heard so far and helps identify potential priority areas for further exploration and refinement as part of the ongoing strategic planning process. Council participated in a prioritization exercise as part of the August strategy session, and staff will continue working with a panel comprised of 40 Kitchener residents, Compass Kitchener, staff, and Council to refine those priorities over the coming months.

Additional engagement and analysis will continue throughout the fall, with draft elements of the Strategic Plan shared with the wider community before a final plan is brought forward for Council approval in Q2 2027.

A key part of this work is the Strategic Plan Resident Panel; a group of 40 residents selected through a civic lottery process to broadly reflect Kitchener's demographics. The Resident Panel will continue meeting monthly and advising staff through the end of 2026, helping to shape and refine the priorities, goals and actions that will form Kitchener's next Strategic Plan.
