To better support our sport affiliates and the sport community, the City of Kitchener and the City of Waterloo are looking to update our respective sport affiliation policies.

Staff are looking for feedback on the City of Kitchener’s Minor Sport Affiliation Policy (1992) and the City of Waterloo’s Community, Culture and Recreation Services Affiliation Policy (2010) as it relates to sport organizations. We are doing this to identify successes, challenges, opportunities, and areas for improvement.

While Kitchener and Waterloo have different timelines and procedures for updating our policies, both cities would like to collaborate in the engagement phase of our policy refresh. Since both cities share many of the same sport affiliated user groups, this will avoid having the same groups answer similar questions twice.

This engagement process will help the cities understand what current sport affiliates and non-affiliates:

  • value with the current policies
  • find challenging or difficult with the current policies
  • are looking for in future affiliation agreements

The process will start with a survey to get some broad information. Together, both cities will then host a series of in-person and online meetings to get more details on information gathered from the surveys. Following this, staff will use the findings to inform our updates to each policy.
