Applications for a proposed Official Plan Amendment and Zone Change have been submitted by GSP Group on behalf of the property owner Thomasfield Homes Ltd. for the lands located at 10 and 40 Beacon Point Court, Breslau. A public meeting regarding these applications will be held on January 9, 2024 at 6 pm.

Property Description

Thomasfield Homes Ltd. owns adjoining properties on Beacon Point Court, Breslau identified as:

  • 10 Beacon Point Court described as Block 2 Registered Plan 58M377 being vacant lands and comprising approximately 0.35 hectares; and
  • 40 Beacon Point Court described as Block 70 Registered Plan 58M529 being vacant lands and comprising approximately 0.79 hectares.

Applications for Official Plan and Zoning Amendment

GSP Group on behalf of the property owners, Thomasfield Homes, has submitted an Official Plan and Zoning By-law Application for the lands described above which are currently vacant. The lands are located on the east side of Beacon Point Court at the corner of Townsend Drive.

The properties comprise a total of 1.14 ha (2.8 acre) and are designated ‘Commercial/Business Park’ and ‘Low/Medium Density Residential’. The Commercial/Business Park designation, being an approximate 8,449m2 portion located on the easterly portion of the site. The Low/Medium Density Residential designation, being approximately 3,052m2 is located on the westerly portion.

To facilitate this proposal the following amendments are being requested:

Official Plan Amendment

The applicant is proposing to change the Official Plan to designate the lands as Commercial/Mixed Use to permit not only the commercial/retail uses, but also introduce low and medium density residential uses.

Zoning Amendment

To change the current Buffer Commercial – Urban (C-2) with Site Specific provisions 26.1.109 to Commercial Mixed Use (C-4B) with site specific provisions to permit the commercial/retail uses as well as low and medium density residential uses.

The proposed rezoning will facilitate the proposed 4 storey apartment building and the live-work townhouse building. The site-specific provisions proposed for the C-4B zone generally include:

  • the ability to include more than 1 residential unit on the ground floor;
  • that commercial uses would only be permitted on the ground floor; and
  • that a minimum of 25% of the ground floor be for commercial uses.

The proposal anticipates a total of 89 units (apartment – 82 units; townhouse – 7 units) as well as 382.6m2 of commercial space (apartment – 151.6m2; townhouse – 231m2). The applicant has submitted a plan that illustrates how this site could be developed based on the proposed zoning amendments.
