Notice of reconstruction

The City of Waterloo has approved the funding release for the reconstruction of Beaver Creek Road and Conservation Drive. The City has retained Stantec Consulting to provide design and contract administration and inspection services for the reconstruction project. It is anticipated that construction will commence in mid-July 2025 and will be phased over 3 years with completion by mid-2028 pending council contract award on June 16, 2025. The map below provides details on the approximate project limits and construction phasing.

As part of the reconstruction, the existing rural cross-section on Beaver Creek Road and Conservation Drive will be upgraded to an urban cross-section with new curb and gutter, sidewalks and multi-use pathways, and the extension of municipal services (i.e. sanitary, watermain and stormwater). The surface work will also include a new roundabout at the Conservation Drive and Beaver Creek Road intersection and intersection improvements at Erbsville Road and Conservation Drive including dedicated turn lanes. Upgrading these corridors from rural to urban standards will provide significant safety and mobility enhancements for current and future users.

Areas disturbed by construction such as driveways and grassed areas, will be restored to City standards. Please note that the City standards for boulevards within the public right-of-way is topsoil and sod and will include the planting of various of tree species.

Where there are natural areas adjacent to the road right of way (i.e. GRCA lands, Beaver Creek culvert, wetlands, etc.), topsoil and a natural seed mix approved by the GRCA will be used to restore any disturbance areas. Additionally, the City will be installing wildlife exclusion fencing and dedicated culvert road crossings for species at risk (i.e. Blandings Turtle) and wildlife in general.

The City will make efforts to minimize the amount of disruption; however, major reconstruction projects such as this will typically result in some disruptions. The road section under construction will be closed to local traffic only. During construction, driveway access is generally unavailable during working hours (7 a.m. to 7 p.m.) when operations are fronting the property. For these scenarios, residents will be provided with on road parking passes. Knowing any existing challenges in advance will help plan for specific needs. Please notify the City’s Project Manager if you have any mobility challenges or special access needs.

The City will work to keep either Beaver Creek Road OR Conservation Drive open, at all times. For the construction of the roundabout, a temporary bypass road will be constructed to allow through traffic along Conservation Drive.

Select residents will receive notices from a third party, hired by the contractor, to complete pre-construction condition assessments of properties abutting the construction project. These notices will contain contact information to setup an inspection date/time. Inspections consist of taking photos and videos of the interior and exterior of your house to establish a baseline condition in the event that there is a claim for any damages to your property as a result of construction. Residents can choose not to have their property inspected. If you choose not to have your property inspected, it's strongly recommended you take photos yourself in advance of construction.
