In December 2015 the City completed the Beaver Creek Road and Conservation Drive Upgrades and Extension of Municipal Services Class Environmental Assessment Study (EA Study) in conjunction with the Beaver Creek Meadows District Plan. The EA Study identified preferred alternatives for transportation and infrastructure upgrades to service the Beaver Creek Meadows District, as well as consideration for the broader north-west area of the City.

This construction project will implement the first phase of the EA Study recommendations, including:

  • Extension of municipal water and sanitary servicing along the north portion of Beaver Creek Road and Conservation Drive from Beaver Creek Road to Snow Crest Place.
  • Stormwater management.
  • Transportation upgrades including:
    • Roundabout at Beaver Creek Road and Conservation Drive.
    • Intersection improvements at Conservation Drive and Erbsville Road.
    • Turn lanes and medians at locations of future subdivision entrances.
    • Concrete curb and gutter, new sidewalks, multi-use pathways and a new pavement structure.
  • Street lighting, boulevard sodding and tree planting.
  • Dedicated wildlife crossings and exclusion fencing adjacent to environmentally sensitive landscape areas.

The EA Study also recommended the construction of two new sanitary pumping stations in the area to service the ultimate buildout of the Beaver Creek Meadows district and the Erbsville North area. The pumping station designs are almost complete, and will be tendered later, with construction proposed to follow behind the road reconstruction and in coordination with subdivision development in the area. The construction of these proposed infrastructure upgrades and pumping stations will enable an estimated 4,500 new housing units.

This project demonstrates the City’s commitment to expanding transportation and infrastructure services to support proposed residential developments. It also represents a long-term capital reinvestment in its public infrastructure, underpinned by the City’s Asset Management Plan that is being used to track the condition, costs and life cycle of Waterloo’s 850 km road network.
