The Victoria Street North Sanitary Pumping Station (VSNSPS) is located at 2500 Shirley Drive, which is situated at the northeast quadrant of the intersection of Victoria Street North and Shirley Drive in Kitchener, Ontario. The VSNSPS is comprised of essentially two separate sanitary lift/pumping stations; the Shirley Drive Pumping Station and the Breslau Wet Well. The Breslau Wet Well (BWW) receives sanitary flows from Breslau and lifts them into the Shirley Drive Pumping Station, meanwhile flows from Kitchener are directly deposited into the Shirley Drive Pumping Station.
At the time of construction, 75% of the VSNSPS capacity was allotted to the City of Kitchener, and 25% was allotted to Woolwich. In 2017, Kitchener and Woolwich agreed to revise this allocation to 50% Kitchener, and 50% Woolwich. Upgrades to the VSNSPS are required in order for Woolwich to realize their increased capacity.
In February of 2022, the Township initiated a Municipal Class Environmental Assessment (MCEA) Schedule B project for the upgrades, which included reviewing alternatives for increased capacity at other sites. The Township has determined that increased capacity can be achieved at the current site at 2500 Shirley Drive, and therefore the project is now considered to be ‘exempt’ under the MCEA process. The Township transitioned from a ‘Schedule B’ project to an ’exempt’ project in 2025.
On June 24th, 2025, Township Council awarded the design of upgrades to the VSNSPS to Tatham Engineering Limited via Report IS10-2025. Design of the upgrades is ongoing, with construction anticipated to begin in 2027.
