Dundee Secondary Plan officially adopted

On June 29, 2026, Kitchener City Council adopted Official Plan Amendment (OPA) No. 72 through By-law 2026-082, establishing the Dundee Secondary Plan and providing the policy framework that will guide the long-term growth and development of the Dundee community.

The Dundee Secondary Plan covers approximately 460 hectares in southwest Kitchener, bounded by the Huron South Plan of Subdivision to the north, New Dundee Road to the south, Fischer-Hallman Road to the west, and Reidel Road to the east.

OPA 72 amends Map 3 of the City’s Official Plan to incorporate the Dundee Secondary Plan and establish land use designations and policies for a complete new community. The plan includes a mix of residential, employment, commercial, institutional, parks and natural heritage areas that will help shape growth in this part of the city for years to come.

The adoption of OPA 72 follows several years of technical studies, community engagement activities, and statutory public meetings. All oral and written submissions received throughout the process were considered as part of Council’s decision-making process before the amendment was adopted.

Thank you to everyone who participated in the development of the Dundee Secondary Plan by sharing feedback, attending meetings, reviewing materials, and helping shape the vision for this future community.

City Council’s decision may be appealed to the Ontario Land Tribunal by eligible parties in accordance with the Planning Act. Any appeals must be filed with the City Clerk no later than 5 p.m. on August 4, 2026.
