Notice of completion: Dundee Secondary Plan Class Environmental Assessment

The City of Kitchener has completed the Dundee Secondary Plan Municipal Class Environmental Assessment (Class EA) for lands located in southwest Kitchener, generally bounded by Huron South community, New Dundee Road, Fischer‑Hallman Road, and Reidel Drive.

The project was carried out using an integrated planning approach, satisfying the requirements of both the Planning Act and Phases 1 and 2 under Schedule B of the Municipal Class Environmental Assessment (MCEA) process. The Class EA and the accompanying Dundee Secondary Plan together establish a comprehensive framework to guide the development of Kitchener’s newest community. This framework integrates land use planning with infrastructure, as well as environmental and cultural heritage protection, to support the creation of complete communities supported by a sustainable mobility network. With the completion of this project, the City can proceed with implementing the associated policies and infrastructure, subject to any additional studies and approvals that may be required in the future.

Review Period - Dundee Secondary Plan Class Environmental Assessment Report

Through this notice, the Dundee Secondary Plan Class Environmental Assessment Report is being made available for public review for a 30-day period, ending on Thursday, July 30, 2026, in accordance with the Municipal Class Environmental Assessment process. An electronic copy of the report is available at www.engagewr.ca/dundeesecondaryplan.

In addition, a request may be made to the Minister of the Environment, Conservation and Parks for an order imposing additional conditions or requiring a higher level of study on the grounds that the requested order may prevent, mitigate, or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights.

Requests should include your full name and contact information and should specify what kind of order is being requested, how an order may prevent, mitigate or remedy potential adverse impacts on Aboriginal and treaty rights and any supporting information. The request should be sent in writing or by email to the Project Manager noted above and the following:
