The Region of Waterloo is reviewing how it responds to groundwater interference complaints from private well owners.

This review focuses specifically on the complaint and appeal process, including how concerns are assessed, how decisions are made, and what happens when interference is identified.

Recent concerns raised by residents, particularly in rural areas, have highlighted the need for a process that is more transparent, independent, and resident-centered. In response, Regional Council has directed staff to explore updates, including options to strengthen independence and improve how decisions are reviewed.

This work combines technical analysis with input from residents, municipalities and stakeholder to inform recommendations to Regional Council.

This virtual session will:

  • provide an overview of how well interference is assessed
  • explain how the current complaint process works and how it compares to other municipalities
  • answer questions and gather your input on how the process can be improved

We are particularly interested in hearing from private well owners and potentially affected residents, including your perspectives on fairness, transparency, decision making, and what meaningful outcomes should look like

Please note that this session is focused on improving the process going forward, rather than reviewing individual cases.
