Notice of reconstruction

The City of Waterloo and City of Kitchener have approved the reconstruction of Herbert Street from Union St. E to Pine St. The project is a trans-boundary reconstruction that will be managed by the City of Waterloo, with input provided by the City of Kitchener. Design work will be completed in 2026 and construction is scheduled to start in the Spring of 2027.

The City of Waterloo is pleased to introduce GEI Consultants as the engineering consultant selected to complete design and contract administration services for the reconstruction project. The map below shows the approximate limits of reconstruction.

As part of the reconstruction, all underground municipal infrastructure will be replaced up to the common property line including:

  • Sanitary sewer
  • Storm sewer
  • Watermain
  • Sanitary and water services

Surface work will include new:

  • Concrete curbs and gutters
  • Sidewalks
  • Pavement
Areas affected by construction, such as walkways, driveways and grassed areas, will be restored to City standards. The standard for boulevards and public property is topsoil and sod.


GEI’s topographic survey crew will be in the area during the week of July 20, 2026, for approximately five days. In order to gather the required details, the survey will include the frontage of your property, to the face of house. The purpose of this survey is to locate all existing features (trees, gardens, steps, walkways, etc.) on the plans for preliminary study and engineering design. The surveyors should not interfere with your regular activities but will identify themselves if you have any questions.

The City will provide various notices and updates before and during construction. Before construction, we will invite residents to two in-person public information meetings. The first will provide information on the proposed design. The second meeting will give more details about the construction and a chance to meet the contractor.

Typically, major updates and notices during the design phase will be provided via mailouts and this website. Major notices during construction, such as water shutdowns, may only be provided via mailouts. Smaller status and schedule updates may only be provided via Engage Waterloo updates. Please follow this project website to receive an email when the page has been updated.

The City will make efforts to minimize the disruption to your day-to-day activities. Still, significant reconstruction projects such as this will inevitably result in disruptions. Please note the following important information at this stage:

  • Notify the City’s Project Manager if you have any mobility challenges

During construction, driveway access is generally unavailable during working hours (7a.m. to 7p.m.) Sidewalks will be maintained to the extent possible when driveway access is unavailable. Yet, there will be times when even sidewalk access is affected. Knowing any existing challenges in advance will help plan for specific needs.

  • Hold off replacing driveways or walkways

Construction will remove the ends of driveways and walkways and patch them at the end of the project. If possible, wait until construction is complete before repairing driveways and walkways. This prevents the need to cut into new pavement.
