Provincial changes delay Kitchener’s Inclusionary Zoning to 2027

On December 1, 2025, staff brought forward, and later approved by Council, an Information Report on Inclusionary Zoning to Kitchener Planning and Strategic Initiatives Committee. The report shared findings on local market conditions, as directed by Council. Staff recommended that no adjustments to specific policy parameters be recommended to the Inclusionary Zoning framework. As such, Inclusionary Zoning would be implemented beginning January 1, 2026.

After the City of Kitchener’s Inclusionary Zoning was implemented, a change in Provincial legislation resulted in an 18-month delay in the application of the policy. In January 2026, amendments to Ontario Regulation 232/18 (The Act that legislates Inclusionary Zoning) were made by the Province that pause Inclusionary Zoning in Kitchener, Mississauga and Toronto until July 1, 2027. This amendment overrides Kitchener’s Inclusionary Zoning Official Plan and Zoning bylaws.
