Staff report to Waterloo City Council on Mar. 3

28 February 2025

The City of Waterloo policies and regulations provide for the implementation of Inclusionary Zoning to apply effective Mar. 31, 2025. City of Waterloo planning staff will recommend deferring the implementation until Jan. 1, 2026. This is after a review of existing market conditions supported by N. Barry Lyon Consultants' (NBLC) independent analysis. Waterloo City Council will consider the recommendation on Mar. 3, 2025, as outlined in Report IPPW2025-014.
