The City of Kitchener is reconstructing the road on King Street East from Stirling Avenue North to Ottawa Street North.

This project is part of the City's Capital Works Program to replace aging infrastructure and improve services for current and future needs. This project includes replacing roads, bike facilities, curbs and gutters, sidewalks, watermains, sanitary sewers, storm sewers, and municipal service connections to the property line.

The contractor for this project is Steed & Evans Ltd.

Construction schedule

Proposed start date: August 2026
Proposed completion date: July 2027

Construction schedules may change due to weather, site conditions, or other unforeseen circumstances.

Construction will affect nearby properties. Impacts may include temporary water shut-offs, excavation work, reduced parking, and temporary changes to driveway access. Properties within the project area will receive water through a temporary water supply system while construction is underway.

What to expect during construction

Work hours

Construction is expected to take place Monday to Friday, 7 a.m. to 7 p.m. Occasionally, weekend work may be required between 7 a.m. and 7 p.m.

Construction noise

Construction equipment will create noise and occasional vibration. Equipment may include excavators, dump trucks, generators, compressors, paving equipment, and other machinery.

We will make every effort to reduce disruptions, but some noise is unavoidable during construction.

Building condition inspections

Before construction begins, the City's contractor may offer a free inspection of buildings near the work area. These inspections document existing property conditions and can help resolve concerns if damage is reported during or after construction.

The inspection company, TBT Engineering Ltd., will contact residents to schedule appointments. No one will request access to your property without advance notice.

If you have concerns about the identity of any contractor or inspection staff, please contact the Project Manager listed at the end of this notice.

Communication during construction

Contractor staff may need to speak with residents about:

• Driveway access
• Water shut-offs
• Building inspections
• Restoration work

Staff will wear high-visibility clothing with company identification.

If you have questions on-site, please ask for the Site Inspector.

Accessibility and accommodations

The contractor is responsible for maintaining safe pedestrian access and entrances wherever possible. If access to your property is temporarily affected, you will be notified as soon as possible.

If you require accommodations, such as level-entry access or additional notice before disruptions, please contact the Project Manager before construction begins.

Water service disruptions

To connect and disconnect your property from the temporary water system, your water service will need to be shut off temporarily. The contractor will provide at least 48 hours' notice before planned water shut-offs. If your water service is interrupted without notice, emergency work may have been required.

Telephone and internet service

Construction may affect phone and internet lines near your property. The contractor will work with utility providers to minimize disruptions. If your service is interrupted, please contact your phone or internet provider directly to arrange repairs.

Sprinkler systems, heated driveways, and landscaping

Please remove any personal items located within the City boulevard before construction begins. This may include:

• Plants and landscaping
• Decorative features
• Pavers
• Sprinkler systems
• Heated driveway equipment

If you have a sprinkler system or heated driveway, please contact the Project Manager.

Road and sidewalk access

Road and sidewalk restrictions will be in place within the construction zone to keep everyone safe. Access for emergency vehicles will be maintained at all times.

Driveway access

Because of the nature of the work, driveway access may not always be available. The contractor will notify you if your driveway access will be temporarily affected.

Residents affected by driveway closures will receive temporary parking permits. Permits allow parking longer than three hours and overnight on designated streets.

Typically, each property will receive two permits. If you need additional permits, please contact the Site Inspector. Display the permit on your dashboard and park only in approved locations.

The City's By-law Enforcement team will be aware of construction-related parking impacts. However, unsafe or illegal parking violations will still be enforced.

Parking

On-street parking within active construction areas will not be permitted. If a parked vehicle interferes with construction work, it may be relocated at no cost to the owner.

Traffic

Expect delays and increased traffic in the area while construction is underway. Please follow all posted signs and directions from traffic control staff.

Grand River Transit (GRT)

Route #7 will be detoured starting on Tuesday, August 4, 2026 for the duration of the project. Travel times may be affected during construction.

Moving and deliveries

If you are planning a move or expecting a large delivery, please contact the Site Inspector in advance. We will do our best to maintain access.

Garbage and recycling collection

Please place garbage, recycling, and green bins at the curb before 7 a.m. on your collection day. If required, the contractor will move bins to an appropriate collection location and return them afterward.

Please label all bins with your address.

Restoration

Areas affected by construction will be restored with sod, asphalt, concrete, or other appropriate materials. Interlocking brick, flagstone, and similar features removed during construction will be reinstated. Additional information about sod installation and care will be provided when restoration work begins.
