What We Heard: Cultural Heritage Landscapes in Kitchener

3 November 2025

Thank you to everyone who shared their thoughts on conserving cultural heritage landscapes as part of the Kitchener 2051 planning process. Your feedback will help shape policies that reflect what matters most to residents.

We heard strong support for using Official Plan policies to protect the unique character of neighbourhoods. Residents described features they value, including: safe streets, mature trees, thoughtful design, and a strong sense of community. We will draft policies to assist in the conservation of these features.

Many emphasized the importance of conserving heritage values while still allowing for thoughtful growth and development. In Queen’s Boulevard, opinions varied on the proposed boundary of the Cultural Heritage Landscape (CHL). Some suggested expanding the area, while others felt the surface parking lot should be excluded. We have revised the proposed boundary to include additional residential lots, and to remove the surface parking lot.

Across all neighbourhoods, one consistent theme was concern about traffic safety and a desire for more calming measures. While this falls outside the scope of the current review, we’ve noted these concerns for future consideration.

Based on the outcomes of our review and your feedback, we will recommend changes to the CHL policies. Those recommendations will be posted on the Kitchener 2051 Engage Kitchener page for review and comment later this month.
