KW Westmount Road Improvements

Project overview

The Region of Waterloo is planning roadway improvements to Westmount Road from Highland Road to Erb Street, in Kitchener and Waterloo. The existing pavement is in need of rehabilitation, and other improvements are being considered at the same time to upgrade underground municipal infrastructure, improve transportation safety, prioritize alternate modes of travel, and improve active transportation by considering enhanced facilities for transit, cyclists and pedestrians.

These improvements are scheduled to be completed in a series of projects. The first project is planned from Highland Road to Glasgow Street and was tentatively scheduled for construction in 2022. This project has been rescheduled in the Region’s Transportation Capital Program to allow more time to review the Westmount Road corridor in greater detail and ensure the design of these projects are coordinated. This project was approved by Regional Council in 2018 and includes: road resurfacing, intersection improvements, replacement of storm sewer infrastructure, streetlight enhancements and new cycling facilities on both sides of Westmount Road from Highland Road to Glasgow Street.

Project update – Class Environmental Assessment “C”

Currently, we are in the second portion of the Westmount Road project which is planned between Glasgow Street and Erb Street in the cities of Kitchener and Waterloo. The planning of this project is underway and is tentatively scheduled for final approvals in the spring / summer of 2023 following the Municipal Class Environmental Assessment (Class EA) process. In 2019, the work of this project was initially planned as a Class EA Schedule “A+” based on the need to resurface the road and improve traffic signals. However, the scope of the project has increased since 2019 to include underground sewer / water infrastructure replacement and additional needs for active transportation improvements. As a result of these increasing needs, Westmount Road is now scheduled as a complete street / road reconstruction project and is now being administered as Class EA Schedule “C” study. The Class EA “C” project includes a comprehensive review of existing conditions, an evaluation of alternative designs, an assessment of potential impacts and improvements to enhance the corridor for all users. This Class EA “C” study will build on feedback received from previous public consultations and consider solutions to problems identified by members of the public.

With this change in process, the Region is taking the opportunity to do a broader transportation network review and assess future conditions under various travel scenarios including how to move people and goods along the Westmount Road corridor, while keeping with the character of the neighbourhood and increasing the share of sustainable modes of travel, in accordance with provincial, regional and municipal planning principles and guiding design policies (such as TranformWR and the Regional Official Plan). This transportation review will include an assessment of potential travel patterns along Westmount Road, as well travel patterns on other Regional roadways and adjacent local streets.

    In 2019, members of the public were invited to fill out a survey and/or complete a comment sheet that was provided in the Public Consultation Centre (PCC) Information Package for Westmount Road.  Comments received have been reviewed and are being taken into consideration along with other information received during the planning of this project. The intent of this public consultation process was to provide an opportunity for the public to provide input on the design and improvements planned for Westmount Road. Your comments will assist the Project Team in finalizing the Recommended Design Alternative for an upcoming PCC in early 2023 prior to be presenting the preferred design to the Region’s Planning and Works Committee for final approval. A subsequent notice for this PCC will be issued in advance to provide more information about ways your input can be provided on this project.
