What we learned and next steps

5 August 2025

At the public meeting on June 10, staff from the City’s Transportation Services team and consultants from WSP were available to answer questions. Attendees could drop-in to learn about the project’s background, review data, and explore different design options, along with the challenges and limitations. Large maps were set out for people to view, add comments and share ideas. These will help shape the next phase of the project. The information shared at the meeting, including the preferred design, is available in the Document Library on this page.

What we learned

The following summarizes the key themes we learned at the meeting that apply to the project:

  • speeding concerns on Lexington Road
  • perceived private property impacts on the north side of Lexington
  • install the multi-use-path on the south side of Lexington Road along the segment west of Bridge Street
  • difficulty in getting out of driveways today
  • tree impact concerns
  • Some support the multi-use-path, while others believe it will not get used and do not want a sidewalk
  • concerns that more traffic will divert through Whitmore Drive to avoid Lexington Road

What we're doing

Based on the study findings, strategic and policy direction, consideration of constraints and challenges along the corridor and feedback received to date, the recommended Preferred Plan for this project will include the following elements, which will inform the detailed design phase.

  • narrowed street to achieve traffic calming effects
  • pedestrian islands maintained at most existing crossing locations
  • addition of pedestrian crossovers (PXOs) at strategic locations
  • turn lanes at key intersections to assist in traffic movement
  • remove on-road bike lanes and replace with continuous multi-use-path along the north side of street between Davenport and University
  • Additional landscaping and tree planting along the roadway

Next steps

We are finalizing the study, and the Preferred Plan will be presented to City of Waterloo Council on Monday September 8, 2025. The Council meeting is open to the public and livestreamed on the City's Youtube channel. Anyone who wishes to speak at the meeting can register to delegate.
