This project is now complete. On Nov. 6, 2023 Kitchener City Council approved the revised land use plan for Lower Doon. Thank you to everyone who contributed. For more information, visit kitchener.ca/lowerdoon

The existing policies and regulations for Lower Doon were developed over 20 years ago, with some dating back to the late 1970s. The City is undertaking this project to update the planning policies and regulations that guide and manage growth within the community.

This project will carry out recommendations identified through the Lower Doon Land Use Study. As part of the project, the City will be addressing the following Land Use Study recommendation categories:

  • Protect heritage
  • Enhance the supply of housing
  • Enhance the public realm (through the ongoing Places and Spaces project)
  • Allow lodging houses (through the ongoing City-wide Lodging House By-law Review)
  • Prepare a planning framework
  • Oversee property standards (through ongoing City By-law Enforcement procedures and protocols)

This project includes opportunities for community and stakeholder input, including input from Conestoga College. We have retained ASI Heritage to evaluate cultural heritage assets in Lower Doon and develop a new Cultural Heritage Landscape (CHL) in the community.

How can you contribute?

As part of this project, members of the public will have opportunities to engage with us. We want to hear from you! Ask us questions using the Ask a Question tab below. Share your feedback on the draft land uses, zoning, and CHL materials using the Share your feedback tab below.

Navigating through neighbourhoods has become much more unsafe due to all the obstructions on the road. Cycling on the road is almost not even in option in many areas because of the persistent illegal road parking. Many properties are housing more people than originally designed and residents opt to purchase more cars than their driveways can maintain and utilize the road as their driveway. Is bylaw enforcement planned to be increased in the lower doon area as well as other student/immigrant heavy areas? Increased enforcement of parking regulations would help drive people away from owning many cars and instead utilize public transit or other forms of active transportation. on Facebook Share Will the City increase enforcement in areas like the Lower Doon Area as well as related areas that are heavily populated by students? The City’s By-law Enforcement Division currently has a proactive enforcement program in Lower Doon and will continue enforcement of existing City protocols and by-laws, including the Property Standards and Maintenance protocol.

No land use or zoning changes are being proposed for the Doon Valley Golf Course lands. The Places and Spaces project will identify opportunities for amenities such as benches in parks and along trails.
