Background

The Laurel multi-use trail system within the park is part of the City of Waterloo's primary trail network, and has been identified as a priority route requiring pedestrian scale lighting for safer and year-round active use of the trail. The lighting will also increase visibility to prevent collisions with other users.

The project will include the installation of pedestrian lighting along the Laurel multi-use trail within Moses Springer Park. It will start at MacKay Crescent, through the park, crossing Laurel Creek via a pedestrian bridge and continue along the multi-use trail to the north, ending at Marshall Street.

The design will take into consideration the forested areas and private properties beside the trail to ensure light does not trespass or impact neighbouring properties. The design will follow city standard requirements on light trespass, glare and sky glow by using tools such as ‘Full Cutoff’ light fixtures, timers, motion sensors and user activated lights.

The City is currently working on the design and anticipates hiring a contractor in the new year 2026 with construction starting in the spring.
