Introduction:

The City of Waterloo is proceeding with a rental replacement bylaw and we want your input.

The purpose of a rental replacement bylaw is to:

  • Protect and preserve rental housing within the city.
  • Provide stability to tenants.
  • Provide a path for development while limiting displacement.
  • Provide compensation to tenants affected by development.

The City will regulate, by implementing a bylaw, the demolition of existing residential rental buildings containing six or more dwelling units, using the following criteria:

(a) where the replacement of rental units is required, any replacement units will include the same or higher number of units of comparable bedroom mix and affordability to the units demolished; and,

(b) where the demolition of rental units is permitted, existing tenants will be compensated in accordance with the regulations of the Residential Tenancies Act, 2006.
