The Township of Woolwich implemented a Site Alteration By-law in December 2020 to regulate site alteration activity within the Township.
“Site Alteration” is defined as
the placing or dumping of fill on land, the removal of topsoil from land or the alteration of the grade of land by any means including the removal of trees, vegetation cover, the compaction of soil or the creation of impervious surfaces or any combination of these activities.
The Bylaw aims to prohibit or regulate these types of activities in part to ensure protection of;
private property
the environment
public property including roads and infrastructure.
As directed by Council, staff are undertaking an update to the document. The update will address changes in the industry including recent provincial excess soil regulations that have come into play. In addition to engaging stakeholders, the Township will make presentations to local community and stakeholder groups to provide specific information affecting their members. Changes being considered are as follows.
General housekeeping (document layout, minor corrections, clarify language, etc.)
Revisions to language considering recent changes to the soil industry including the Ministry of the Environment, Conservation and Parks On-Site Excess Soil Management legislation O’Reg 406/19
Additional permit types – Agricultural Land Site Alteration, Development Land Site Alteration, permit type sizes.
Adjustments to permit requirements
Adjustments to enforcement and fines
Adjustments to permit fees
Up next is the preparation of the draft update which will be circulated for comment. The updates to the by-law are expected to be complete and presented to Council later this year.
