The Region of Waterloo has completed updates to Taxi By-law 16-044 to enhance taxi services and better reflect the current and future needs of the community. Work is now focused on reviewing the findings of the accessible taxi pilot program and considering next steps to improve overnight accessible service.
The Region’s role in taxi services
The Region of Waterloo is responsible for helping ensure taxi services operate safely and effectively for residents and visitors. Key responsibilities include:
Licensing and regulation: Ensuring taxi operators and vehicles meet Regional licensing requirements.
Safety standards: Upholding safety standards for vehicles and drivers, including inspections, background checks, and training requirements.
Fare regulation: Regulating fares to support fair pricing and prevent overcharging.
Accessibility: Supporting the availability of safe and accessible taxi services.
Complaint management: Managing and responding to complaints related to taxi services.
Public consultation on taxi services has concluded, and Council has approved updates to Taxi By-law 16-044. In April 2026, the Licensing and Hearings Committee is receiving a report on the accessible taxi pilot program, including findings related to overnight service between 11 p.m. and 5 a.m.
