The Region of Waterloo is planning improvements to Victoria Street between Fischer-Hallman Road and Lawrence Avenue, Kitchener, that include pavement rehabilitation, upgrades to underground infrastructure, safety improvements at intersections, and new transit, cycling and pedestrian facilities.

Background

The preliminary design for this project was approved by Regional Council in 2018 and includes, road reconstruction, intersection improvements, streetlight enhancements, and sections of sewer / watermain work. The design for Victoria Street has evolved over this time and has been refined to optimize active transportation and minimize property impacts.

Design

The preliminary design includes the installation of multiuse trails on Victoria Street from Fischer-Hallman Road to Westmount Road and at the Westmount Road intersection from Victoria Street to the Henry Sturm Greenway. On-road buffered bike lanes will be added on Victoria Street from Westmount Road to Lawrence Avenue.

The revised design maintains the existing sidewalk/hydro poles on Westmount Road and includes one-way cycling facilities in the boulevard adjacent to the roadway. On Victoria Street, the detailed design includes reducing the width of road lanes and boulevard space to convert on-road buffered bike lanes to raised cycling facilities between Westmount Road and Lawrence Avenue.

Pending Council approval, the final design will be completed and construction scheduled for 2025-2026. The first stage of construction on Victoria Street will be between Lawrence Avenue to Westmount Road in 2025 and Westmount Road to Fischer-Hallman Road in 2026.

    Thanks for feedback and inquiry, the design for Victoria Street Improvements includes 4 travel lanes (3.35m wide or 11’) from Fischer-Hallman Road to Lawrence Avenue with left-turn lanes at all signalized intersections. The initial design included two new right-turn lanes proposed at Victoria Street and Westmount Road (in the northbound / eastbound directions) and these turning lanes are no longer included as part of the detailed design.

    Victoria Street is identified as transit-priority corridor in the Region's Transportation Master Plan and 4 travel lanes will provide additional space at bus stops when transit riders are boarding or exiting a bus. Lane reductions were considered by the Region between Alice Avenue to Weichel Street and 4 travel lanes are planned along with pedestrian crossing / transit stop improvements at Paulander Avenue.

    The vertical profile of the roadway is being lowered on Victoria Street at the Paulander Drive intersection to improve sightlines and increase stopping sight-distance for motorists. The detailed design includes a pedestrian crossing / refuge island on Victoria Street west of Paulander Drive. A westbound left-turn lane was considered as part of the design process and additional space is provided for vehicles turning at Paulander Drive.
