Review employment land needs and amend the Official Plan and Zoning By-law to permit a mix of employment, commercial and residential 'as of right' on certain lands that were previously designated for employment purposes.

The City is considering changes to its Official Plan and Zoning by-law that could permit residential uses along with employment and commercial uses 'as of right' on certain lands that were previously designated for employment purposes only. Enabling a greater mix of uses will create more opportunities for housing while still maintaining important employment and commercial spaces. This initiative will also support the creation of complete communities and 15 minute neighbourhoods, where housing is located near workplaces and daily needs.

In the coming months, a draft Official Plan containing new and amended policies will be posted for public review and feedback.

  • Research, consult on and develop policy
  • Propose implementing OP policies and Zoning By-law regulations for Council consideration

Net new units: 250

Implementation timeline: December 1, 2023 to December 1, 2024
