Notice of intent to issue call for applications

2 February 2026

A minimum of 60 calendar days from issuance of this Notice, the City of Waterloo is proposing to issue a call for applications to implement the Multi-unit Residential Acquisition program (MURA).

The MURA program is available for not-for-profit providers, co-operatives, or community land trusts to assist with the purchase of existing market rental buildings and/units to preserve affordable housing.

Qualified proposals would require:

  • Properties located within the City of Waterloo.
  • Require a signed Agreement of Purchase and Sale subject to financing.
  • Six or more townhouse or apartment or lodging house rental units and not within a condominium.
  • Minimum 30% of the existing rental units are affordable (80% of CMHC Average Monthly Rent).

In addition, the MURA program provides an opportunity for limited repayment of some due diligence costs and/or an opportunity to potentially add additional affordable rental units for successfully submitted proposals.
