Zoning By-law Amendment Application Z-26-06 – Erb Street Corridor Community Planning Permit By-law

Take notice that the City of Waterloo has prepared a city-initiated application to implement a Community Planning Permit By-law for the Erb Street Corridor and will hold a Public Open House and Formal Public Meeting in this regard.

This application will repeal existing Zoning By-law 2018-050 for the project area and replace it with a Community Planning Permit By-law. The Community Planning Permit By-law establishes the permitted and discretionary land uses, development standards, variance thresholds, exemptions, and procedures for processing Community Planning Permit applications including public notice requirements, transition provisions, conditions of approval and the requirements for facilities, services and matters. The internal review procedures for Community Planning Permit applications can be reviewed in Section 1B.7 and Figure 1 of the by-law.

The Council report inclusive of the recommended Community Planning Permit By-law for the Erb Street Corridor have been released.

Open House

The purpose of the Open House is to provide the public with the opportunity to review and discuss the proposed Erb Street Corridor Community Planning Permit By-law before the Formal Public Meeting. No registration is needed for this in-person Open House. It is a drop-in session and there will be no formal presentations given.

Formal Public Meeting

The City will hold a Formal Public Meeting on Monday, May 11, 2026, at a time to be determined, in the Council Chambers, 3rd Floor, Waterloo City Centre, 100 Regina Street South, Waterloo, to consider the above noted application to amend Zoning By-law 2018-050 pursuant to Section 34 of the Planning Act.

This meeting shall constitute the formal public meeting required under Section 34 of The Planning Act. It is expected that Council will decide whether the application should be approved, denied or amended. A copy of the staff report inclusive of the recommended Community Planning Permit By-law is also available in the key documents section.

To submit written comments

Written comments received before 9 a.m. on Wednesday, April 29, 2026, will be included in the City Council Agenda. Written comments received after 9 a.m. on Wednesday, April 29, 2026, will be provided to City Council for consideration prior to the Formal Public Meeting, but will not be included in the Council Agenda. Written comments can be provided in the following ways:

  • via this Engage Page: Submit feedback using the feedback tab on the main page;
  • via email to Tanja Curic, tanja.curic@waterloo.ca;
  • by dropping off a hardcopy at Waterloo City Hall, addressed to Tanja Curic, Planning Division, 2nd floor, 100 Regina St S, Waterloo, ON; or;
  • by placing a hardcopy in the Waterloo City Hall after hours mail slot to the left of the side door entrance on William Street.

All written submission should clearly state “Formal Public Meeting, Zoning By-law Amendment Z-26-06” at the top of the letter/correspondence.

We encourage the public to provide input into this important development application. The public is informed and notified that names, addresses and comments may be made public.

NOTE: i. If a person or public body would otherwise have an ability to appeal the decision to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Waterloo before the by-law is passed, the person or public body is not entitled to appeal the decision.

ii. If a person or public body does not make oral submissions at a public meeting, or make written submissions to the City of Waterloo before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
