Official Plan Amendment 58 Approved

On December 16, 2025, the Province approved Official Plan Amendment 58 (OPA 58). This amendment updates parts of the City of Waterloo’s Official Plan, including land use policies and maps. These updates help make sure the City’s Plan matches Provincial rules and uses the most recent growth forecasts for planning to the year 2051

The Ministry of Municipal Affairs and Housing made 14 changes to the amendment before approving it. You can see the Province’s decision and the list of changes on the Environmental Registry of Ontario.

Decision is Final

The Province’s decision cannot be appealed. OPA 58, including the provincial changes, took effect on December 17, 2025.

What Happens Next

OPA 58 is the first phase of the City’s Official Plan Review. In Phase 2, the rest of the Official Plan will be updated. Phase 2 will also integrate policies from the Region of Waterloo’s Official Plan into the City Plan.
