The Weigel Drain storm sewer inlet is located along the property line between 59 Church Street West and 61 Church Street West in Elmira. This branch of the Weigel Drain conveys flows from the Weigel Stormwater Management pond and surface drainage from properties along Weigel Avenue and Norman Avenue. At this location, the Weigel Drain transitions from an open ditch to buried infrastructure via a concrete headwall. The existing concrete headwall inlet and corrugated steel pipe (culvert) that require replacement are approximately 35 metres long, out-letting into a newer concrete pipe before crossing Church Street West.

The Township retained GEI Consultants Canada Limited (GEI) (formerly GM BluePlan Engineering Limited) in 2022 to complete a detailed design of the drain inlet and associated storm sewer. The re-grading of the ditch inlet allows for the concrete headwall and corrugated steel pipe to be replaced with 1536mm (span) by 975mm (rise) concrete elliptical pipe with a grate at the inlet. This project also includes re-grading of the drainage ditch, storm service connections, granular base and asphalt placement and landscape restoration.

The Township awarded the project to T.A.A. Construction Inc in May of 2025. Construction is anticipated to be complete this summer.
