The Township of Woolwich has received complete applications for a proposed Official Plan Amendment and Zoning By-law Amendment from Beyond Housing for lands located at 28 South Street West, Elmira.
The subject lands comprise an approximate 2,003 square metre portion of the property located at 28 South Street West, Elmira with approximately 43 metres frontage on Snyder Avenue South, Elmira and contain a single detached dwelling previously occupied by the Kiwanis Club of Elmira. The portion of lands subject to these applications are zoned Residential R-6A with site specific provisions and are in the process of being conveyed to Beyond Housing. The balance of the lands will be retained by the Township and contain a parking lot and a now closed road allowance for South Street West used as an access for the Woolwich Memorial Centre.
The applicant is proposing to remove the existing dwelling and redevelop the property with a four-storey apartment building, fronting Snyder Avenue South, containing 30 residential units consisting of 23 one-bedroom units, 4 two-bedroom units and 3 three-bedroom units.The proposed development will contain indoor and outdoor amenity areas.The development will include a twenty-three-space parking area with driveway access via the intersection of South Street West and Snyder Avenue South.
Proposed Official Plan Amendment
In order to permit the proposed development, a site-specific Official Plan Amendment is required to permit a Maximum Net Residential Density of 150 units per hectare, whereas Sections 7.29.5.2.c) and 7.5.1.3.a) of the Township of Woolwich Official Plan currently permits a maximum of 120 units per hectare.
Proposed Zoning By-law Amendment
In order to permit the proposed development, a site-specific Zoning By-law Amendment is required for the following:
- permit a minimum front yard setback of 2.8 metres, whereas Section 7.6.c.i) of the Zoning By-Law requires a minimum of 5.0 metres; and
- permit a minimum side yard setback of 3.0 metres along the southern property line where access to the required off-street parking is provided through one side yard only, whereas Section 7.6.d.ii) of the Zoning By-law requires 5.5 metres.
The applicant has submitted the following documents / studies in support of this application:
- Planning Justification Report,
- Architectural Package, and
- Functional Servicing and Stormwater Management Report.
