Servicing a growing community, such as Waterloo, costs money.

How should we pay for new infrastructure (roads, water services parks, libraries, fire protection among others) needed to accommodate new residents and businesses?

The City of Waterloo finance department is gathering public input to inform the next development charge bylaw update. Part of this work also includes administrative adjustments to the parkland dedication bylaw and a community benefits charge bylaw review. The development charge bylaw must be updated at minimum every 10 years. Ours was last updated in 2019. This update is anticipated to be complete by spring 2026.

Should existing residents pay in the form of higher user rates and property taxes? Or should the new development, benefitting from the new infrastructure, pay in the form of development charges or some combination of both?
