Public meeting

On February 23, 2026, the City of Waterloo council will hold a public meeting pursuant to The Development Charges Act,

regarding proposed development charge rates and policies that will be applied throughout the city. Enactment of a new

development charges by-law by council will occur on a date after the public meeting.


Development charges are levied against new development and are a primary source of funding for growth-related capital expenses. City services funded by development charges include: library services; protective services; parks and major indoor recreation facilities; development-related studies; roads and related services; water supply and wastewater collection; and stormwater drainage and control services.

City Council will hold at least one public meeting to allow the public the opportunity to review and provide comments related to the January 19, 2026 development charges background study, related staff reports, and the proposed development charges by-law.
