Maple Street Elmira Revitalization:

Walk, Explore, Enjoy


In 2020, the Region of Waterloo's Regional Official Plan projected that Woolwich Township would reach 51,000 residents by 2051. To prepare for this growth, the Township applied for the Federal Housing Accelerator Fund (HAF) in 2023 and secured funding in 2024. As a result of this funding, the Township has been progressing towards the completion of 10 initiatives to advance the development of housing. Included in these initiatives was the disposition of underutilized township lands. As a result, the Township purchased 22 Church Street West, and through a Request for Proposals, and plans to release 3 Maple Street in combination with 22 Church Street West for redevelopment.

The resulting impact of the disposition of land will mean the loss of the municipal parking lot at 3 Maple Street. However, through its land purchase, the township also purchased 6 Maple Street, to expand the Administration Building's parking lot for staff and the community, and in doing so will create new greenspace for the growing community. In combination with the Elmira Core Urban Design Study, which engaged the community to identify preferred solutions for the downtown core, the Township is working towards the redevelopment of the parking lots at 24 Church St W and 6 Maple St as well as the redevelopment of Maple Street as a whole to create a more welcoming, safter and enjoyable environment for the community to enjoy. Planning phases of the work will be funded under the Housing Accelerator Fund as the work will allow for the redevelopment of the underutilized Township lands at 22 church Street West and 3 Maple Street.
