General amendments to Zoning Bylaw 2018-050 (Z-25-09)

The City of Waterloo’s Planning Division has initiated general amendments to the Zoning By-law 2018-050. The primary objective of these amendments are to update the parking regulations and requirements as part of a Housing Accelerator Fund Initiative. The amendments under consideration are intended to reduce the residential parking requirements to facilitate more housing. Additional amendments are being considered to reflect changes due to Bill 185, Cutting Red Tape to Build More Homes Act, 2024.

Refer to the Supporting Documents section on the right-hand side of this webpage for the full list of amendments and associated rationale for each amendment. Below is a summary of the amendments:
- Reductions to residential and non-residential parking rates in most zones
- Removal of minimum parking requirements within Protected Major Transit Station Areas (PMTSAs) in alignment with Bill 185
- Updates to bicycle parking requirements including permissions for Stacked Bicycle Parking and addition of oversized bicycle parking requirements
- Updates to Schedule ‘A1’ Parking Overlay map to simplify the number of overlay areas - refer to draft updated map in Supporting Documents section
- Updates to loading regulations
- Clarifying the parking space dimensions for parking spaces abutting walls, columns or other obstructions
- Clarifying how accessible parking requirements are calculated
- Various housekeeping amendments to parking-related regulations
