Rockway-Fairway Transportation Connections: What we heard and next steps

29 January 2026

Thank you to everyone who took part in our recent survey about the design options for the Rockway–Fairway Active Transportation improvements. Your feedback is important and will help us shape the final designs. Below are some highlights of what we heard from residents. A detailed report is also available.

Rockway Neighbourhood – What We Heard

Back in September, residents shared concerns about some of the design options. Because of this:

  • Option A (a multi‑use path on Floral Crescent) was removed.
  • The sidewalk in Option B (traffic calming and sharrows) was also removed.

After these changes, 100% of survey respondents chose Option C, which is a path around the gardens.

Residents told us that protecting green space, trees, heritage, and the character of the area were important. People also wanted the trail to feel safe, direct, and convenient for users.

Fairway Neighbourhood – What We Heard

In the Fairway area, almost 80% of respondents preferred Option A, which includes a one‑way cycle track with a sidewalk.

People said that safety and comfort for cyclists and pedestrians were the most important factors when improving Wilson Avenue. Many comments focused on safety, predictability, good connections, and how the design might affect traffic.

Some people suggested changing the cycling route at Kingsway Road from one‑way to two‑way. This could make it easier to reach the LRT stop and avoid a two‑stage crossing at Fairway Road. Staff are reviewing this idea.

Next steps: Bill 60 Impacts

A new provincial law called Bill 60 says that cities are not allowed to remove motor‑vehicle lane capacity to add cycling facilities. This directly affects the Rockway–Fairway project.

Staff are reviewing what changes may be needed to follow this law. As we learn more, the project may change, and there will be more chances for public feedback. For now, the project is on hold until we fully understand how to meet the new rules.
