Phase 1 Report Completed - Transportation & Mobility Plan

The Comprehensive Transportation and Mobility Plan (CTMP) is a long-term strategic plan developed by Egis Canada Ltd. on behalf of the Township of Woolwich, funded in part by the federal Housing Accelerator Fund. The CTMP will guide infrastructure improvements across Elmira, St. Jacobs, and Breslau, aligning with the Region of Waterloo’s growth forecasts to 2051.

Key highlights from Phase 1:

  • Current Conditions Review: Detailed assessment of roads, transit, truck routes, pedestrian infrastructure, and active transportation gaps.
  • Community Engagement: Insights gathered from public workshops, surveys, and focus groups.
  • Travel Trends & Demand Forecasting: Analysis of current travel behaviours and future growth pressures.
  • Challenges Identified: Road congestion, limited transit access, gaps in active transportation infrastructure, and truck traffic in residential areas.
  • Opportunities Explored:
    • Improved connections between settlement areas.
    • Integration of transit-supportive development (e.g., future GO Station in Breslau).
    • Active transportation enhancements based on the 2023 ATMP.
    • Sustainable infrastructure aligned with climate goals.

Phase 1 establishes a strong foundation for future phases of the CTMP, which will propose and evaluate transportation solutions. Your feedback will help shape the direction of this important plan.
