RFP Open for Mixed-Use Development in Elmira

The Township of Woolwich has officially released a Request for Proposals (RFP) for the redevelopment of 22 Church Street West and 3 Maple Street in Elmira.

This key site, identified in the Elmira Core Urban Design Study, is intended for a mixed-use building of up to eight storeys, featuring ground-floor commercial or retail space and up to 77 residential units above. This exciting opportunity is part of the Township’s broader strategy under the Housing Accelerator Fund (HAF) to support vibrant, walkable communities, increase housing supply, and stimulate economic activity in the downtown core.

Elmira is one of the fastest-growing communities in Woolwich, located just 20 minutes from Kitchener-Waterloo, with a population expected to nearly double by 2051. With a strong local identity, an established downtown, and a wide range of nearby amenities—including grocery stores, pharmacies, restaurants, and attractions like the St. Jacobs Farmers’ Market —Elmira offers a unique mix of small-town charm and urban convenience.

This redevelopment is a chance for developers to partner with the Township on a project that contributes to a sustainable, inclusive, and economically resilient downtown. The Township is seeking proposals that prioritize design quality, affordability, and support the live-work lifestyle that makes Elmira an increasingly desirable place to live and invest.
